Developing Standards
 

Developing the Egyptian standards is subject to a collection of bases:

  • Removing technical barriers to trade through harmonizing with internationality, fulfilling the requirements of economic accumulations (European Market- COMESA- Arab Market), participating in developing international standards and implementing the requirements of WTO/TBT Agreement

  • Fulfilling the market's needs through fulfilling the requirements of the state's plan, introducing new technologies, coping with new products and services as well as revising issued standards and issuing a standard to each product

  • Achieving social and economic dimensions through protecting consumer and environment, rationalizing resources and increasing national income

  • Enhancing the participation in developing and applying Egyptian standards through technical committees , private sector , consumers , representatives of bodies related to market and of small industries as well as stakeholders concerned with raising awareness , media and publishing

  • Following up the main requirements for developing standards according to international norms (consensus –transparency – effectiveness – compatibility – openness – impartiality) .

Developing the Egyptian standard goes through many stages to ensure the complete transparency and impartiality between producers and consumers as follows:

  • Setting up the standards' plan

  • Initial study

  • Developing the draft standard

  • Circulation for comment

  • Studying comments

  • Submitting to the technical committee

  • Submitting to EOS Council

  • Approval

  • Numbering, publishing and circulating

* Setting up the standards' plan:

This plan relies on the actual needs of the relevant bodies represented in industrial, governmental or consumptive sector and giving priority to products having economic , technological and environmental importance and characterized by special performance and the availability of safety and security requirements besides revising the issued standards to keep up with scientific and technological progress . In this respect, all relevant bodies using standards are addressed for consultation about their needs whether from new or amended standards . Consequently, work priorities are set up in standards' development plan prior to being approved by EOS Council.

* Initial Study:

The plan is circulated according to the relevant technical committees as the committee's Secretary pays field visits to factories, testing labs and concerned bodies to collect information related to the subject of standard as well as existing international and regional standards are studied for preparing a technical report on initial study of the draft standard in addition to suggesting the establishment of the relevant technical committee to be responsible for developing the draft standard.

* Developing the draft standard:

The relevant technical committee, after collecting information and relying on its members' experience, develops the draft standard in the light of the field study through holding periodic meetings at EOS premises whose dates are agreed upon.

This is carried out after approving the formation of the committee, comprising specialists from professors of universities and research centers, private and public production sectors along with trade, health and agriculture sectors besides representatives of industrial and commercial federations and businessmen societies (from 7 to 15 members) to ensure impartiality and the participation of all concerned bodies in developing the standard.

* Circulation for comment:

After the committee finalizes the draft standard, the draft will be sent to the relevant bodies (approximately 20 bodies) for studying, commenting and providing suggestions within 60 days and also it will be circulated to Wording Committee for linguistic review

* Studying comments:

The concerned technical committee studies the received comments and suggestions on the draft standard and carries out the required amendments, if necessary, in order to develop the final form of the draft

* Approval:

The final draft standard is submitted to EOS Council for approval .

*Numbering, publishing and circulating:

The standard is numbered according to a serial number and then it becomes ready for sale .
